I bought 3 700x18/25c inner tubes and all were punctured with the worlds tinyest holes on the same day I fitted it in. I see "700x23c" on my tyre so why are they saying 700x18/25c is ok for this tyre when it is not ?

When I use 700x25c, (noticeably widerr) I have noticed it is fine apparently... and also I am sure that there is nothing inside the tyre or wheel itself. I see a big difference between the 700x18/25c and 700x25c. They don't sell 700x25c in my local bike store. I take it I my tyre needs replacing... I soo hope so.

Before I do, what tyre should I get? 700x23c or 25c?

with either of these tyres, can I use either the 700x18/25c or 700x25c ? right now, my tyres that says "700x23c" seems to ONLY be happy with 700x25c. I don't know why.

No idea why you should be having problems with the narrower inner tubes.
But you might do better posting in Know-How ?

I am a tad confused with your post. Your tyre and wheel will take 23mm inner tubes. An inner tube with a rating 18-25 allows it to be fitted to a wheel/tyre from 18-25mm. A 25mm tyre is only marginally bigger than a 23 mm tyre, so will fit.

If you have problems fitting them or they were supplied punctured, that is a completely different matter.

Are the punctures 2 pin holes either side of the tube? if so then this is your wheel rim pinching the tube.

Try pumping up your tyres harder, I currently ride on 140psi however my wheels are rated for 120psi, when I rode on 110 I got the small pin hole punctures when I hit a pothole in the road.

1. The tube was punctured when you brought it, possible manufacturing defect. Unlucky.
2. There are still foreign objects in your tyre, glass shards, thorns etc. Double check, your fault not the bikes.
3. You have not fitted them correctly, possible catching the tube betwixt the rim and tyre resulting in a pinch flat. Again your fault not the bikes.

Take some time to check everything and re-fit, carefully. The stated tube dimensions will work with your wheel/tyre combo.

Also, if getting repeated punctures that are otherwise unexplained esp. if on inside of the tube:

4. Worn, defective or non-centered rim tape allowing valve hole edges to punture tube.
