Altura night-vision is usually a hardy perennial recommendation here.
I haven't got one but getting one this winter.

Google it to find wiggle, chainreaction cycles, amazon, Evans etc.

Montane Lite Speed. Very light and packable. Shower and wind proof. Breathable pertex fabric. If you shop around you should find one for £50-£60
 
You'll struggle to get a jacket that fits all those criteria for £75 (especially fully water proof v breathable). From ME I would rate the Montane stuff too, light and breathable at a good price but not the most waterproof but a gilet sorts that out. I tend to operarate layers through winter (of which my Montane is one) but if you prefer thicker layer perhaps you should look at something like Altura.
 
Altura Night Vision Evo - I got mine for £70 last year. Had to look hard to find it at that price but worth every penny!!

I see Merlin have a sale on at the moment and the Montane Minimus is £82. I'd be tempted at that price as it is Pertex Plus.

My new Northwave Breeze Pro was much cheaper (35 quid) and is light, visible and waterproof. It is not in any sense of the word "breathable" though...
