I would've thought that only 'recreational' forks that are designed to be used on and off road would need this feature?

No, you often find a lockout or lockdown feature on high end forks - my Pace RC41s have it, as did the RC36s I had before that. Being able to reduce the travel is very handy for climbing steep hills, and lockout is good for fireroads etc.
