Yep , once went down a route which was single track road which turned into gravel on a 30 mph corner , another time on my CX it went from tarmac to a trail covered in half bricks and broken roof tiles as hardcore and had to walk half a mile on cleats , the idea of cycle routes is great but wonder if Sustrans is fit for purpose , is it not maybe another money making charity for its directors? , not sure as I do not know how they operate.

Leaving aside the issues of funding to actually lay out routes, a big problem is that often Sustrans are very constrained by the actual landowners or other stakeholders as to what surfacing they're allowed to put down. Locally, the Wildlife Trust have forbidden the use of tarmac on some local cycle routes to "reduce the environmental impact".

To be fair the routes I am talking of were already there , Sustrans only put up the signs .

Near my home address, Sustrans in conjunction with the local authority has put down a surface which fails to match the description of useable path. It followed the naturally worn desire lines in the grass, but the surface is made of large loose stones, almost like railway ballast embedded in a gritty medium. Riding on it is a bit of an unpleasant thrill ride on my folding bike. The end result however is there are now new desire lines emerging to the left hand side of the cycle path which is much easier to ride on than the weird sustrans approved surface.
 
These are Sustrans' standards.

Unfortunately all they can do is suggest and have no legal or political weight to enforce these on the Councils who build what they like.
