Tar, flipping tar!!

Suggestions for the best way to remove tar from a bike please? Hot soapy water, sponging and elbow grease aren't working. At the moment my bike looks like it's suffering from the black death.

White spirit, or tar remover, which I'm sure is just white spirit with a perfume and 1000% mark up.
