It's a common thing in film making. For instance, bits of Liverpool and Manchester were recently used to represent 1940's New York in the recent Captain America movie and I believe Glasgow was been dressed up as an American city for the film World War Z. (Not sure if that last one has been released yet.)There are places in the UK like that, only I can't remember which places are involved - but they regularly use one to represent the other....
