Interesting suggestion but there are none within a couple of hundred yards. I think that they would hum continuously, but that's a guess.We have a couple of those telephone exchange green boxes in the grassy area outside our house. They hum quite noticeably, could be one of those in your locale?
I'll go wandering tonight.Similar dilemma here where I live. A lot of people on the estuary complained about a hum late at night and it turned out to be a generator on the other side of the estuary in a port. Could be anything. If it's only in the house and it's new, it's got to be a neighbour. Outside and you'll have to swop your slippers for shoes and go hunting.

Years ago, I sat in my living room and could hear exactly what you describe, occasional low pitch hum or buzz. Random in length and time, just there and annoying over a few days.
Eventually, I stood at one end of the room, ear cocked....its here somewhere....I listened intently, trying to get a fix for maybe a few minutes. That painting..., its focused there...I leant forward, touched the corner of the frame.....it stopped instantly, never to happen again.
It mjst have been resonance from something locally. We are about a mile from the A1, perhaps that was it, I never did find out, it never happened again.
