I'm guessing the bike is putting people off. By the looks of it you could probably turn the frame so the saddle comes through the loop.

I saw a girl 'locking' her bike up, on my way back from Brighton last month. She got the lock around the frame and wheels okay, then locked it around a small bollard, with no top bit

Even if that bike had been secured, that lock is a pound shop number. If you so much as sneeze on the lock, it disintegrates.
