Puzzle game procrastinator!
When I walked past some bike stands at Sheffield University I saw that student bikes locked by the front wheel had the rest of the bike stolen. Those locked by the frame had the wheels stolen. Bikes securely locked had their wheels and frames jumped on, presumably to teach students not to lock their bikes securely!

It's a bit more complicated than that...
I was going to suggest that it could be a police decoy bike, with a tracker in the frame. But if it's been locked up differently today I don't think it is.
 
Saddest thing I've seen is a kyptonite d lock securely attached to a stand, with both ends of a cable through it. The cable was cut, and of course there was no bike. Clearly someone had used the cable to secure their bike to the stand, and used the D lock as a padlock.

Also, in London, a lonely pannier rack securely D-locked to a stand.
