I'm confused!

I know it's for charidee mate - and potential for a usable cheapie - so I shan't be too mean (or mention the "caliper disc brakes" - that'll be vees then...oops I mentioned it) but...

There may be good reason in a past life. Wouldn't fancy stacking it though....could hurt!

It's a bit more complicated than that...
5 minutes work to make it look more conventional if you want to.

There used to be a bike in the shed at work that had similarly placed upright bar ends, but placed between the grips and grip shifters, thereby making it look very awkward to use either the brakes or the shifters.
I can only assume it was an attempt to get a more upright riding position.

I did see someone riding an old 10-speed with the drop bars turned upside down (with the drops and the levers pointing towards the rider) - that was unusual nowadays but I reckon about 60% of budget "racers" were set up like that back in the 70's & '80s because "racing handlebars are dangerous because you are looking down at the road" (as was perceived wisdom amongst parents back then - who presumably had not evolved joints in their neck by the time of their birth)

There's a guy with his bar-ends set up like that round here... it gives him a proper sit-up-and-beg riding position, which i presume was the intention.

I thought people in the late 70s and early 80s upturned their drop bars because it was the punk thing to do.
 
I saw a bike with the bar ends like that at The Stables café, at Nostell Priory, this afternoon

When I had MTBs. they were always at the same angle as the stem, but I did ride rather low at the front
The Pace had a 90 degree stem. & the Trek (quite a few years later) wasn't that far off either

After I had it resprayed/chromed (regretted it after having it done)
