The Charges Register section on a property title summary

I am currently handling the estate for a deceased relative.

I have obtained a copy of the deeds for her house from the Land Registry and she has 'Title absolute' for it. According to Google this means,

"An absolute title to a property is free of any encumbrances or deficiencies. Absolute title gives unequivocal right of ownership to the owner, and cannot be disputed or challenged by anyone else"

However under section 'C: Charges Register' the name of the mortgage lender is still listed.

Is this usual? The mortgage was paid off in 1983.
