Maybe not, but he's not far wrong. A lot of cycling injuries there are self-inflicted - riding into lamp posts etc. My niece was wrapped up talking on her mobile to the boyfriend and ploughed into a parked car. In London traffic one tends to concentrate.

the consequences of a being on the phone on a bike tootling along and crashing into something will be allot less dramatic than a car driver on their mobile crashing into anything
