Maybe not, but he's not far wrong. A lot of cycling injuries there are self-inflicted - riding into lamp posts etc. My niece was wrapped up talking on her mobile to the boyfriend and ploughed into a parked car. In London traffic one tends to concentrate.

London is certainly intimidating if you're used to cycling in the Netherlands, but it's probably not a great deal more dangerous.
