As a neutral, that definitely had to be ruled out. yes there was a lot of pushing and holding (Rice for instance) but the didn't effect the action / outcome. That hand across Raya's chest / neck and obstructing his arm trying to catch the ball most definitely did.
There was one of the West Ham players (#35?) clearly being held down who would have been a factor in competing for the ball - that was before the foul on Raya.
Given the number of blatant fouls going on, either let it be a free for all and live and die by the sword, or start penalising fouls like the one I mention above and the blatant foul by Rice. Both were penalty offences, both should be yellow cards. Both were clear as day.
There is far, far too much protection given to keepers who have a massive advantage already in being able to use their hands.
I know other sides do it too, but Arsenal have really perfected these fouls when defending corners. Fair play to them as they are playing to the officials, but it really is now beyond a joke that they are seemingly never penalised. you can't ignore some blatant offences, yet pick up on others.
