Fortunately not. Any appeal has to be lodged within 14 days of the decision being announced. The appeal has to be concluded after 12 weeks and the appeal board conclusion published 30 days later.
I'm sure they will appeal. It makes no difference we know City have cheated their way to every trophy for 14 years.
Relegation is not the answer as City's presence in any league will skew that league for the season. It would be at most three years outside of the PL. The club should be expelled from the competition. A club cannot be allowed to cheat at this scale and get away with two or three seasons in what they will see as the wilderness.
The ramifications of this for the PL are huge. What is the value of a brand which for 14 years was undermined by cheating? How much will Sky or other sponsors be prepared to pay for a tainted product? If the PL gets the punishment wrong the league will be tainted for years to come.
When this much money, power and status is involved there will be corruption. It's no surprise. If football, the PL, wishes to protect itself the only punishment is expulsion. Everyone involved has to understand there are dire consequences to cheating.

This could open the proverbial can of worms so I could see any punishment being deemed insufficient (and a top 6 conspiracy) by many fans BUT (imho) it is extremely difficult, beyond possible even, to punish them without sending out tidal wave sized ripples. So, yes, I could see only a massive financial penalty (which is nothing to Man City) being made.
Any retrospective points deductions or stripping of titles etc would create one humongous mess that would log jam courts for years to come as clubs scramble for 'justice' (i.e. money) Of course, it's not right but the rules are a farce anyway (imho). Something's wrong in the world of football fullstop.

Heard suggestions of a big fine, plus points deduction(s) plus complete transfer ban for 5 seasons.

Whatever MCFC get it won’t be harsh enough for the supporters of most other teams.
The owners have no doubt insured against the loss and don’t care. I don’t feel sorry for the city supporters who lapped up all the success. Not only should the loss of cups and leagues be for the period they have been charged for but everything they “won” stole in the subsequent seasons. They attracted many of the best players because of the ”success”.
What I’m not entirely clear in my own mind is how complicit the manager and players were. If they were being paid off book they must have been a suspicion that there was nefarious activity.

They can't do that. - many will say its a shame
The most the EPL can do is to expel Man City - it is then up to the EFL if they admit them and if so in which division. Neither the EPL or the Disciplinary panel can put them in a specific division in a different competition.2
If Man City were to be relegated, it would be virtually impossible for the EFL not to admit them to the Championship as that is what they have done to every club relegated for the last 33 years

A 100 point deduction would ensure relegation at the end of the season. And to rub it in, make them change their name to Manchester Village.

They can be relegated (or give a points deduction that would relegate them) or they could be expelled from the Premier League, so they'd need to apply to the EFL for admission. That could see them have to start in League two
