It's two blokes lying on a tea tray instead of one and the one in front waggles his legs a bit.

ah, got confused. thought it was the bloke at the back waggling his arms. no wonder it made no sense!

Maybe there's a bit of that involved too or is he just trying to signal that he can't breathe because the other bloke is lying on him a bit wrong?

it does seem a weird concept. bloke underneath, ooh err, can't see, can't move, what's the point, or is he pure ballast?

It all probably started one day in the Tyrol when the lads were out on their tea trays and one of them had a little brother who didn't have his own tea tray and so his brother said, "OK, sit on my lap" and so the doubles was born because then all the little brothers wanted to have a go. Or something.

if my brother said 'sit on my lap', i'd hit with the tea tray.

I thought the bloke at the back was just there to get extra speed at the start and then to provide ballast.

Which sort of attitude is exactly why GB does crap at tea tray sliding in the olympics.

i was only joshing. i noticed that there quite a few sets of brothers and cousins in the luge doubles.

That would explain it then, the brothers have to share a tea tray. Their mum has the other one for the Apfelstrudel and Glluhwein.

The Canadian coverage isn't much better... they don't seem to show anything that doesn't involve a Canadian medal chance. Plus the boosterism gets rather wearying. Everyone else in the world seems to be of the opinion that this was a stupid place to have the games (too warm) and what with the dangerous luge / bobsleigh track, the huge protests and police crackdowns, the fact they had to refund all the snowboarding spectators because the rain made the stands unstable, the fact that the ice in the long-track centre keeps breaking up (and they can't blame that on the weather) etc. etc, it's all a bit shoot actually - and in danger of being one of the worst Winter Olympics ever... however, you wouldn't know any of this if just watched the official coverage here.

It appears the organisers have noticed the British press saying much the same and are a bit peeved...
