The perils of booking Train tickets in advance

Is Southern alone in offering refunds on tickets that are pre-booked but not collected? I use that facility quite a lot.

Booked the bike and myself on a Trans-Pennine train from Lancaster (time and price ruled head) but the area allocated for bikes was full of luggage and I had too stand holding the bike in the door way all the way to Carlisle. No big deal as it was only an hours ride but annoying, as the guard (who I did not see) would have known about the problem and did nothing about it.
