I was confused too but after some googling I think it's one of these speed indicator devices that flash up your speed when entering a built up area.

Dog walked, windows cleaned, and the hinge mechanism on a couple of them cleaned and lightly lubed, they were sticking a little bit.
Car tyres has been checked and pumped up.
Now drinking a mug of coffee from the cafetiere.
I fear i have peaked a little early.
I have a book waiting for collection at the library, I may go and get it.
