They wont listen to ads etc...well perhaps over time, bit like the drink drive campaigns ...dunno...but until plod consistently enforce the law in a zero tolerance manner,and that law is changed to hit bad drivers hard in the pocket, remove licences etc on first offences etc...they wont change. Basically bad drivers are bad because they don't give a s**t about other road users, just themselves. When driving badly becomes dangerous financially for them they may wake up..not before.
Im not tarring all drivers, just bad drivers. Careless drivers are also bad drivers. 'I didn't mean to, or I didn't see you' isn't good enough...a careful driver doesn't just look he/she SEES. If you cant SEE then you don't go..simples.
Personally I'd impound the car, remove the licence and fine them a years pay on a conviction as a bare minimum...with a law change to automatically place fault on the least vulnerable road user involved in any incident...like the dutch I hear.
But that's just me...
