If seen they get pulled out of the event.And what would happen if they break the rules. Withhold their times on a website? Not give them a cheap bit of medal?

Organised event, you get pulled out of it, by a marshall, and stopped from taking any further part in it.And how would they stop them continuing to ride on the public roads which the event is held?

Used to enter road races(running) where this rule was applied. The organisers managed to "police" their events. Why not cycle rides?
The roads were never fully closed for the races. We'd have one side at best.That's all well and good, but on non closed roads a marshall will have no right to stop someone riding the public roads. You would also need to have hundreds of marshalls all along the event to watch out for miscreants.

You could always include marshalls within the rides. Some cost enough to enter.
