I like Willem's analysis, although for most people the deciding factor will be whether this will be the OP's only bike and if so what other riding he expects to do. 26" handbuilt wheels would be my choice for a dedicated tourer, but if I could only have one I would go for a wide clearance 700 frame for all round versatility.
