Reducing testosterone does not undo the physical advantages that a male body has from birth. It's at about age 6 that boys start to outpace girls in running etc. Nor does it undo the advantages males get from puberty. Anybody with both a son and a daughter will find it laughable that a 20 year old male could possibly be said to have no innate physical advantage over a 20 year old female.
There aren't enough transgender athletes to have a separate category. The fairest way is to keep the Women's category exclusively for biological women and make the Men's category an Open category - for anyone to enter, including those who identify as women, and exceptionally talented females.
The whole point of competitive sport is to have as level a playing field as possible. At the competitive level, safety trumps fairness and fairness trumps inclusivity.

In reference to the British Cycling policy there is also some concern that it requires compelled speech, in that members must use a person's chosen pronouns.
"• Be clear about what language you use, all Participants should be referred to as the gender that they inform you they are."
Additionally, comments made by members on social media (which presumably includes CC as well as Facebook, Twitter etc) that are deemed inappropriate could result in disciplinary action, including fines apparently.
