No. It would start to hot up and then cut out before it boiled.

The kettle I bought was expensive for me, £24.99. But as I looked around the various items on display I had to wonder, "Who the hell would pay £150 for a kettle"?
Did it cut out when less than half filled?

Nope, when full. I should also add that the little window with the gauge in it had developed a small leak, something I could have put up with till it got worse. But I think it's fair to say that it was borked. Bloody Russell Hobbs as well.

Hard water area, I'd say limescale on the thermocouple.
