This would seem to be a simple matter of checking what's level, and what isn't.

Beg/borrow a spirit level if you don't have one and check the floor.
If that's level, check across the top of the turbo spindles (assuming they're the same diameter - it looks like they should be).

If the floor is a bit out, you could probably use some card or thin board on one side, or rotate the turbo until it's facing uphill rather than leaning to the side.

If the turbo is the problem, check whether any of those rubber feet are eccentric (and therefore allow you to twist them to raise/lower them individually)

If that's OK then check the bars are level on the bike when in the turbo - could be the dropouts on the frame are a bit out.
