I'd be tempted to pull the suppressor cap off the spark plug then sit it gently back on. It'll start and pull away but every bump will have it misfiring like nobody's business.

I might have to google that first, but it's a damned fine idea. If I see it again I'll complain to the station - they don't run the car park but could perhaps do something.

It's usually chokka and one bloke had locked his bike to the railings. I took this pic later on when some people had already gone home.
There are motorbike places though...

We have a bike rack and a motor cycle shelter where I work so I guess I'm quite lucky..
