Wider than 23mm is too wide, unless you have those new fangled high tech wide rimmed Zipp or HED wheels, in which case, 25mm is acceptable, anything more is too wide!
Interestingly, albeit possibly coincidental, another feather in the flat bar road bike cap... they started off as sporty hybrids with eg, 32mm tyres, then smart people, like me, put skinny road tyres onto the wider-rimmed hybrid wheels and it wasn't long before such a blend of speed, control and comfort was noted. Now the road bike industry would have us all believe that they have innovated and revolutionised by making road rims wider, whereas in fact it's all down to innovators like me putting *narrower* tyres onto hybrid rims.
Basically flat bar road bikes have all the advantages of a road bike if made properly, except they're also more comfy. Don't tell me that drops or hoods are a more natural hand position than flats -- you don't see many homines sapientes walking round with their backs at 45 degrees and their arms locked in a forward dogleg.
