Based on various rankings as of next Monday, so should hear something shortly. Men's elite maximum 9 riders, women 7.
Men currently ranked 4 and women 7 in World Ranking which seems positive.
Men Elite Road Race
Each nation may be allowed a certain number of starters (maximum of 9) mainly depending on:
• its position in the UCI World Ranking by nations*,
• its position in the ranking by nations of its UCI Continental Circuit*,
• the position of its best rider on the individual UCI World Ranking*,
• the position of its best rider on the individual ranking of its Continental Circuit*.
Women Elite Road Race
Each nation may be allowed a certain number of starters (maximum of 7) depending on its position in the UCI Women Elite ranking by nations*.
Individual time trials (all categories)
Each nation has two starters.
Men currently ranked 4 and women 7 in World Ranking which seems positive.

I believe there is a team TT as well - that's in their pro teams isn't it?

Places can come from national team or individual World ranking or Continental ranking. Iran get 6 places based on leading the Asia Tour
