All you can do is remove the back wheel, have a look in there, shine a torch in the hole and push something like a small thin screwdriver in, see if the hole is blocked, or fully open into the bottom bracket, you could always fit a suitably sized bolt and washer to seal it from the elements, put some grease or copper slip on the bolt before fitting It to prevent corrosion seizing it In place.
