Are they rare and how much are they worth to a collector?

The lion on the Phillips badge is facing the wrong way. Doesn't look as though it is a headtube badge either, too heavy.

Not worth that much.

Don't believe that any are bicycle headtube badges.
Doubts as to whether they are genuine as well. Too much flashing on finished badges.

Nearest would be fender badges, due to bolt fittings, but they'd be double sided.

Where is the Republic of I.reland, and why is Urdu on the badge?

The Raleigh is an old mudguard badge IIRC, not come across one for years....
Found similar, but not a winged Raleigh badge, for their motorbikes. But that was twin sided due to how it was mounted atop the mudguard/fender.

I think they are from a factory where they made them thats why there is flashing still on them and they are definitely head badges...
And they are double sided

Note the way the lion is facing, on the Phillips badge, compared to the first one you posted.

If they were headtube badges, why would they be two sided. If for mudguards/fenders on their motorbikes, the lion would be facing the same way.

Finally there's the size. Compared to the size of the fingers in the same picture, they're tiny. Too small for headtube badges, but for pin badges they're perfect. On eBay for £6.50(The Phillips one).
