Note the way the lion is facing, on the Phillips badge, compared to the first one you posted.
I suspect the first Phillips is double sided. It has threaded pegs on the bottom, maybe to screw it to a front mudguard like one of those thingies you used to get on car bonnets. If so then the lion on one side would be reversed.

The lion is wrong on the first "Phillips" one. Compare the lion on the pin badge to that in the first one.

The lion on the Phillips badge is facing the wrong way. Doesn't look as though it is a headtube badge either, too heavy.

Not worth that much.

The phillips badge with two thread posts is double sided

There's too much wrong with the design of the first "Phillips" badge. More wrong than right, the lion completely wrong.

The second one posted is too small for a head tube badge. Similar sized ones are available as pin badges. Which makes their size more understandable.
