Upgrade

I want to upgrade either my Trek Procailber 6 or my Xcailber 7
My procailber 6 is 2024 my Xcailber 7 is 2921 the Procailber has the stock wheel set ant stock tires
Xcailber 7 has stock wheel set, but I put thinner tyres for using it for commuting.
I have put a rear rack

IIRC, according to the nice boys at GCN, the cheapest upgrade is lightweight inner tubes, then quality tyres.

What's the question?
What deficiencies has either bike got, needing an upgrade?
TPU tubes might be the 'cheapest' 'upgrade' but decent tyres will make the most difference to performance/quality of ride.
Mudguards?

Tires definitely. There is a lot of debate around TPU and other lightweight tubes. Lots swear by them, personally I found them a bit 'Emperor's new clothes'. Could never swallow the cost of latex so don't know how they perform.
