only problem is the tyre is glued to the rim and cant be taken apart and gap is very narrow but enough for valve to move making trying to wrap a bit of tape awkward, was just thinking there now of silicon.

I've seen guys just poke a hole into a piece of tape, but valve through said hole, then apply the rest to the rim, making sure it doesn't reach your braking surface.
if i had a cnc machine handy i could of made me own rubber cover/stopper. Tried a sennheiser earbud and it slots over the valve but too fat for the rim hole. going to try what you mentioned and then see if i can get an oring that will fit before using tape or silicon.
