How long was the bus behind the cyclist at 2-3m before he proceeded to overtake?

How long was he behind? Doesn't matter, because:

There are cars parked on both sides, a constant stream of cars coming the other way, so there was no room for overtake.

If there is not room to overtake then mooching right on the cyclists rear wheel at all is too long. More to the point, getting right up behind before swigning a vehicle with quite a turning circle out and around the cyclist is simply stupid driving. There are no circumstances in which the bus drivers behaviour are acceptable; you know it, I know it, Magnatom knows it, the bus driver knew it. Quit babbling, man.

Looking at the aerial photograph, and the fact that you mentioned the cyclist was in the door zone leads me to believe that the width of the road could accomodate the cyclist and bus should the cyclist stop. Although it would be tight. Hit the brakes and steer to the right then left is all that is needed.

You mean, he could have stopped by increasing his distance by turning right and then left, effectively zig-zagging to increase distance?

Even his thinking time is massively insufficient to be able to commence stopping if he is 3m behind a bicycle and travelling at 15mph. By the time he has thought about stopping he's hit the cyclist. And then you expect him to swerve wildly about to make sure of hot only squashing the cyclist, but in the hope of scoring some collateral damage?
