Vintage raleigh roadsters

I have found an old frame that by the chainwheel logos and forks I think is a Raleigh. I am trying to date it, serial number looks like 98319K, there is or never was any chrome parts, it has front and rear brakes.
can anyone help please

There is a site that has a lot if raleigh info on it , can't remember the name but I didn't have to search for long
