I'm surprised you want to move on such a nice tidy Royal. Mine isn't nearly so immaculate as that and I spent well over a year looking for the right one to come up.

Very original, too. As far as I can see, only the mudguards changed, and perhaps the brake levers?

Looking again, a rear wheel too, and maybe front also?
Mudguards we’re all broken so replaced. Brake levers were on it and align with weimann calpiers. Wheels were odd when I got it so replaced. Will work well for someone for touring.

No need to be a tourist to own a Royal. They can be ridden as a very comfortable and predictable handling road bike for all sorts of purposes. Mine is purely a fair weather fun machine and is run as light as possible minus it's rack and mudguards.
I wouldn't want to use an immaculate one as a beater to commute on, but it would do the job much better than all the silly modern stuff lacking in mudguard clearance and mounting eyes.
I'm sure they were also available in a 22 1/2" frame, like Raleigh's other 531 offerings.
