Vintage road bike?

I found this bike and I've never seen anything like it and would like help identifying it.

I would suggest those 4 tubes on the headstock are to support quite a big basket of some sort ?
No frame number stampings any where?

There's absolutely nothing on the frame. I was told it might possibly be a Hercules trade bike.
Small wheel on the front and a huge basket.
But I'm still not sure.

Agree with @biggs682 - it looks like an old butcher's bike type frame, single speed version.
