You can get some smart bibs for that price, but a better option - buy 2 pairs, then you can have a pair in the wash. In addition, you are going to get warm, but unlikely to get waterproof.
I believe Castelli make a water repellant pair of bib-longs or 3/4's. Won't get waterproof, but if you pay enough you will get shorts than can cope with road spray at least.
I use a pair of MOA Nalini thermal bib tights and they're great. Bought a cheaper pair of Galibier ones off eBay which are OK, but the MOA ones are always warm. They were end of line though, so not sure you can get them; I paid £28 instead of £190.
