May not have been an instructor driving. Maybe he borrowed his wifes car. Not that im condoning their actions.

That's light deflection off another car headlight...... the blue light is off the guy's headlamp.....it's not blue, it's most likely a HID or a chav's headlamps coming the other way.

I don't question what you saw, but your camera footage is no way conclusive as there are lots of stray lights in and around the car. I think they might object if they find out you have posted footage and made allegations. Sorry to play devil's advocate. Just my 2ps worth.

Btw your title says you were expecting more from a driving instructor.......

More of what exactly? Instruction?

Unfortunately driving instructors are often on their phones due to the nature of their job even though it specifically tells them they shouldn't be in SI 2003 No. 2695

I would suggest next time stopping next to the car and getting some footage of the driver's face and phone. That's something I wish I had done on a few occasions.

Had a driving instructor change lanes without looking nearly taking out my front end when driving works van a while back - mobile firmly clamped to his ear.

Stopped behind him at a set of lights that I knew to be a long wait so whipped my phone out and called the number on the sign (was an independant, not a franchise).Put on my "telephone voice" and claimed to be a police officer (perhaps illegal but hey..) telling him that he was on a last chance, to put the phone down and if I was to see him holding it and driving again, I'd make sure he lost his ADI.

Never seen someone put a phone down so quick ;)

I know but it was funny (and for a good cause)

If I said "Insinuated" rather than "Claimed" though....since I never actually said "I'm PC so-and-so from South Yorkshire Police". Not my fault if he misunderstood, is it? ;)

And if he makes sure he uses a hands free at least, then no remorse from me about it at all

Nope you wouldn't get away with that either

I once got shouted at to get off the road and use the cycle path by a driving instructor, whilst giving a lesson:rolleyes:

I was going to when he was turning right further down the road, but he wasn't on his phone any longer.
