Wasn't me, but do I report it?

But both lanes?

It seemed safer to stop all heavy lumps of metal gaining velocity in any direction until I was sure what had just happened. For all I knew in that first split second the man who was clipped could have been lunging forward to grab an errant child that I had yet to see to stop them from running into traffic. If they had failed due to being clipped there could be a child in grave danger out of the eyeline of the drivers surrounding me. The world did not stop turning for the ten seconds I held up traffic, in fact nobody seemed to mind at all once they saw the commotion on the pavement.

I have just had the following reply from the police:

"Many thanks for your email notifying us of a non-stop road traffic collision.

Please note that it would have been appropriate to inform us by telephone at the time of the incident, as Officers would have conducted a breatherliser procedure with the driver in question and in this context a 999 call would be justified.

It is correct to have reported this occurrence to us and Officers will make contact with you during the day."

Always bear in mind tha children under the age of 8 cannot judge the speed of a vehicle coming towards them, so are lokily to cross when least expected. I understand yours was over that age so no excuse.
