Anything truly waterproof will make you sweat and quite possibly you will get just as wet as you would without it. If I really need the option to stay dry then I use a poncho/cape and accept that it's not very aero. Apart from that then my focus would be on layers and not getting too cold or too hot, cold being the worse option IMO. If I have a change/shower at the end of the ride then I don't care about getting wet.
It's a personal thing but you can spend £100s and not find satisfaction on the waterproof front.
I have a few Goretex and similar jackets. Other than overshoes I don't bother with any other waterproofing.
It would be different if I was riding in 'civvies'.
