can anyone tell me the best value for money way of keeping the water out of your panniers

Is it just to buy rucksack / pannier covers or do you have a novel or better way of doing it?

cheers

I just pack everything within the pannier inside a heavy duty plastic bag- it doesn't bother me that the panniers are wet, but the contents are dry.

Get an assortment of Supermarket bags, that way it is easier to find things in your panniers, e.g. Socks and Shirts in a Sainsbury bag, Towel and stuff in a Tesco bag, Maps in a Morrison bag, Candles in a Co-op bag...well, you get the idea:biggrin::biggrin:
