I can't understand the point of setting a ridiculously high price deliberately to prevent bidding before he's measured the frame and added more details (at which point if I understand the listing, the price will be changed). Doesn't eBay charge seller's fees based on the initial listing price?

Might have been a free listing weekend/day.
You have to check emails from eBay or look at the news/information when logged in but about once a month they let you list items with any start price without paying an extra fee.

My knowledge of older Bianchi framesets is zilch.
