Yes that's pretty much it. Weighed myself then me plus very heavy bike. Impressed my scales put up with the strain to be honest!

My fixed is about 8kg without the panniers. Stick them on, loaded with locks then it hits at least 30kgs. And I bought lightweight bars, stem, seat post and saddle eh.
