It's called a Parallel Crossing and they are starting to be quite widely used in an attempt to keep pedestrians and cyclists separated at crossings. Highway Code rule #195 mentions them.

Thanks Was unaware of that. I've only seen the two, which are both in the same area.

Introduced in the 2016 Traffic etc Regulations. There is really no excuse for anyone failing to stop by now.
