Yup. My SO uses Ortliebs with Tubus front & rear. Works well.
I'd 3rd Tubus, but they don't come cheap... In fact I recently was looking for a rack and wanted a tubus as they also look good, but couldn't justify the money on it so ended up getting one of these
I didn't like the Ortlieb bags though due to their roll closing, so didn't get one of them either, even though many on here say they are good and the quality seems good.

If you're gonna load heavy, then you really need a good rack. I'd go with Tubus or Tortec.
