What are these bits on my new Vitus VEE-1?

Hi all

My new Vitus VEE-1 has some narrow bolts mounted horizontally in the dropouts, as if to stop the rear wheel from falling out. My previous single speed bike didn't have these and I can't see any purpose for them, since the axle bolts hold the wheel in perfectly well on their own. Can anyone tell me what they do?

Keep the wheel square in the dropout. You'll use them to take up chain slack. After slackening the wheel bolts.
