I dont mean below 0 but say between 3 and 7 degrees. I tend to wear leggings with cycling shorts on top, thermal body wear, short sleeve T-shirt and long sleeve cycling jersey, thermal gloves and full balaclava to keep head and neck warm.
I find it does for me, I dont get too hot but also dont feel the cold after warming up.

short sleeve baselayer, long sleeve roubaix jersey, windtex jacket. Thermal bibs with leg warmers, gloves and a buff, toasty, If less windy / rainy then I replace the jacket with a gilet.

Sounds quite a lot (and I am a wuss in the cold)

Today I had thermal(ish) tights on, a synthetic running top, an Altura thermal jersey and a NightVision jacket. I had my ears covered with a running headband under my helmet. Thinnish long finger gloves - when the wind was blowing I was cold, especially finger tips and thighs, out of the wind in the sun, going uphill I was on the warm side of ok. I should maybe have worn the thermal buff I have yet to use.

Endura socks and trainers on feet. The wind made my eyes water - I wear specs, so cannot do bigger lensed cycling glases, unless I spring loads for prescription ones

My nose was running like the Victoria Falls xx(

Pretty much covered me on today's ride, 2 degrees on off - garmin says it didn't go above 5. You can keep warm if you don't have the money to invest in branded cycle clothing by layering up. It took me a couple of years to get a nice spread of gear for most conditions.

literally 2 mins before I was due to set off with my next door neighbour both pairs of cycle shorts were still revolving around in the washing machine. so in answer to your question; today I wore wet shorts. Tbh it didn't bother me half as much as the troublesome wind. just in case people think I'm weird I also wore Long sleeved cycle top with tatty T shirt underneath, neoprene overshoes. £1 fleeece gloves from Decathlon under Altura fingerless cycle gloves. Wet shorts besides could have probably doen with skull cap as I am follically challenged and set about my head with the razor yesterday

2 degrees today - Lidl longs were in the wash so I had:-

helly hansen base layer bottoms
karrimor tights
lidl cycling socks
endura luminite overshoes
aldi merino short sleeved base layer
karrimor long-sleeved top
skullcap
cheap thinsulate fleecy gloves

My arms were probably a bit colder than they should have been, but everything else was fine. Why don't the Aldi merino tops come in long-sleeves?

I tend to take a gillet in my jersey in case the wind gets chilly.
 
When its below 3deg (like today :sad:) I wear:
A Giordana windproof Base Layer,
Santini Bib Longs (with windproof chest),
a Giordana Body clone soft shell jacket,
sometimes a waterproof gilet on top,
windproof Altura (stream ?) overshoes,
Endura Strike winter gloves,
CC buff,
Rapha Cap,
a Helmet (they are actually good for keeping your head warm ;))
and socks of course (sometimes Polaris Merino, Sealskinz, Campy or cheap Aldi's)

I never realised I wore so much!
 
15c+ ... Padded shorts & tight shirt.
8c to 15c ... Padded trousers, tee-shirt, light pullover.
3c to 8c ... Expensive walking socks, padded trousers, jogging trousers over top, tee-shirt, light pullover, gloves, high vis jacket.

Always mountain bike with "sticky rubber tyres" when ice around:
-7 to 3c ... Expensive walking socks, padded trousers, jogging trousers over top, tee-shirt, light pullover, gloves, high vis coat,
balaclava, clear safety glasses.

Did a couple of 30 milers last year in freezing fog (-4c). Bike and coat absolutely covered in white frost when i got home!!
 
well I won't list everything but 2-3 of my faves are:
- merino wool base layer by Icebreaker. Have two and love them. Got one and loved it so much as soon as I saw one half price I got it.
- Rapha winter socks - only just got these, as an Xmas present and not ridden in them yet. Wore them indoors to try 'em out and boy they are comfy and a darn good fit (key as I take size 12.5)
- a buff - versatile and damn good for stopping the wind going down my collar
