What does NCAP Discussion mean

Hi,I posted a thread before only for it to be moved to something called NCAP Discussion.I was just wondering what it means as I can't find it anywhere?

What people are saying is that it is rather unregulated

Therefore arguments can break out and "some people" sometimes just descend to childish insults

I tend to just ignore these bits and look down to see if it goes back to a discussion - sometimes it does
but often it doesn;t

So you just have to accept it for what it is - or ignore it
but it was split from here so the arguments didn;t polute the main site

I clicked on the NCAP link just the once, and the first ad that flashed up was for a weenis extender. Not clicked on it since.
