Is MPDE the plastic that can be glued together simply with methelated spirits... ?

[Edit: Just looked but can't find any mention of it but did find this... but you'd need to be able to clean about 20mm of the exg pipe to fit and you'd need to use the same diameter MDPE pipe to connect up to it]

They weld HDPE to HDPE, not sure about MDPE.
Can't you put a (one or even better 2) jubilee clip around it and tighten it together (even if you have to pack some of the space between the MDPE pipe and the new pipe)?

Look for a pipe to go over it and if required make an adaptor. I am not sure what is going to go through the pipe, but to me using a very soft and pliable pipe does not sound promising (esp if you want to glue it and it to remain tight for a long time).

If you could expose a bit of the end of the pipe, how about a soft rubber sleeve and a couple of jubilee clips. They use similar ones to join clay waste pipes.

as you into quick fixes, rather than propper jobs get a bit of old inertube from a tub, push it into the large pipe then fold it back over the outside then lube and push your small pipe ino the large one! (no puns please)the rubber or latex should function as an o ring and be water tight! ps if it leaks u did it wrong

If the existing pipe can't be moved or further exposed, you could buy a 20mm PVC electrical conduit connector. If you get lucky the end would slide v.tightly over (with exterior silicone sealant) leaving you "more" pipe to use with a flexible pipe and clamp. Worth a try at 50p?

I am sure a pneumatics place or maybe even a plumbers merchants will have brass gland that will "thread" onto the pipe, but I don't know if you have room to work, and if you do, you might make things worse. ^_^

would help if you said what it is for and why it has to be water tight - if it has to be proper watertight then just use same sort of pipe and a connector - if its a botch up duct , thread whatever your ducting through both pipes and wrap tape round joint - if other pipe is really flexible could you not heat it up and stretch wider then clip it together but i doubt if thats water tight
