The one on top looks like a lamp bracket and unless you know what make is probably useless.
But the one actually fixed to the bars looks like a handle bar extension bracket, which could be used again with another light or cycle computer.

I’m guessing one bracket with a handle bar attachment to assist folding . It has a serrated part on top . Didn’t just want to remove and chuck if useful . Thanks for replies

The bracket on the bars is an original Brompton part, intended to mount a battery light. It was made for the older style M bars due to the limited space in the clamping area together with a lack of level. It was very practical and cheap but does only work on the older style M bars (with the newer ones it is not parallel to the ground). It has gone out of production already a while ago though some dealers may have stock left. However, it has become difficult to get hold of the thingy.
The „speaking“ Brompton product code for the part is QVBKTFLAMBAT (which reads something like „Bracket Front Lamp Battery)“.
