What raleigh is this? Dynatech?

I bought this raleigh today. Great condition but completely d's stickers. It looks like a dynatech to me nut in a colour combo I've never seen before

It's not as far as I can tell and it appears to be steel throughout. MTRAX of some sort I'm.thunking

Some sort of glue / screw seat stay.
